Key Criteria for Membership in The Lower Mainland
Assessment and Referral Service Society

A Policy of The Lower Mainland Assessment and Referral Service Society.

  1. All offers of assistance and acceptance thereof must be of a voluntary nature. No offer of assistance can be, in any way, tied to employer progressive discipline policy.


  2. All employees, active, disabled or retired, and their dependents, shall have access to the service.


  3. We strongly recommend that all worksites establish a joint Employee and Family Assistance Program.


  4. The development of a policy statement and having a signed EFAP agreement would be a recommended procedure. Worksites with fifty or more employees should request assistance from an outside service. This training will be consistent with the ARS/EFAP model.


  5. Worksites with less than 25 employees should have at least one EFAP representative.


  6. Adequate training for EFAP Representatives, Supervisors, Shop Stewards, and Health and Safety Representatives is highly recommended and shall be consistent with the ARS/EFAP model.


  7. Each worksite will consider offering payroll advances/interest free loans.


  8. Each worksite will provide a confidential contact person who has the authority to authorize ARS requested leaves of absence and/or where necessary, payroll advances/interest free loans.


  9. Each worksite, upon acceptance by the LMARSS Board, will be assessed an annual fee based upon the current per capita rate.*


  10. Either party may opt out of their involvement upon presenting their intention in writing at least 180 days in advance or in accordance with their collective agreement.

*The per capita rates will be assessed on the number of employees as of January 1st of each year as follows:

  1. total number of salaried employees on payroll


  2. total number of hourly employees on the payroll or seniority list, whichever is greater.
